what is difference between v nonimmigrant visa and K2, the K3 Visa. Which one is right for spouse/children of permanent resident (3 yrs of permanent residency)thanks fredi have heard that pr after 3 yrs tin apply for k visa too and if approved they will be given v visa. Is this true.

The V classification was created to reunite families of legal permanent residents. The K-3 & K-4 classifications were created for the same reason, but it is only for families of U.S. citizens.
In order to qualify as a V-1, Spouse of an LPR, one must be the principal beneficiary of a family-based petition (Form I-130) which was filed prior to December 21, 2000, and has been pending for at least three years. If your I-130 was filed after Dec. 21, 2000, you are not eligible.
EDIT: You may have heard that pr after 3 yrs can apply for k visa too and if approved they will be given v visa, but there isn’t anything in the law books that permits that to happen.
you can sponsor them directly for residency
or you could try to use k3 and k4 visas… but i am not sure about that… probably need the v1 and v3
